I dunno why they make WW seem worse than it really is.
It actually is pretty good. Not good enough for me to want to buy but to re-watch every couple of years or so.

Lord of the Rings used a lot of miniatures and prax for the creatures.

Yes, it was the final big budget blockbuster to use ZERO cgi sets.
All the aforementioned films posted above used some. Water World was pure practical effects.
It ballooned from 30M to 180m dollar budget. So studios wanted to avoid them because CGI sets are easier to control budgets.
Though Water World actually made a profit with World Wide Box Office and video sales. It wasn't a flop like people say.

Yes, it was the final big budget blockbuster to use ZERO cgi sets. Apparently there were a lot of shots where the Ocean was actually CGI. There are CG supervisors and animators on the credits, as well as lots of digital ones(though not sure if that counts as CG)

Yes Mission Impossible used CGI for the helicopter in the tunnel sequence.
Waterworld did have some CGI--the giant shark they hardly showed.
I was surprised Master and Commander had cgi oceans.
