again I’m not sure where you get that. Jaime is a lord that had an education Bronn never got plus he had a horrible father that forced the dyslexia out of him. It was what Jaime told Bronn before he sent him to help collect the Reach's harvest, right before winter. So essentially demanding food out of the mouths of hungry children.
Bronn's education was from the School of Hard Knocks, sometimes you learn more there than from 'fancy lad school.'
School Of Hard Knocks does not require reading or arithmetic.

School Of Hard Knocks does not require reading or arithmetic. He can do both, even if he can't pronounce the name of Archmaester Ch'Vyalthan very well, he knows what he wrote.
I suspect you're thinking of the Master of Coin as a finance position requiring all sorts of esoteric high level education, it's not. It's mostly being a tax collector and knowing who you can soak, who you better not, who's got something to hide and how to fend off creditors. More like being a mob boss than a Treasury Secretary.

youre making this way too complicated. No one had a fancy education. Lords and ladies were taught to read and taught to learn if the houses of Westeros. There was no university outside of the Citadel and most did not become maesters. A Master of Coin did not need to be a CPA. They did need to know how to write letters do math and handle the affairs of not just Kings Landing but the six kingdoms in terms of taxes not to mention borrowing money. Whatever you think got training in, I never saw evidence of qualities that would make him good with numbers. He is very irresponsible and the scene he was in showed the difficulty he was going to have being successful in that role.

He could come up with necessities but urged fiscal restraint. He was skeptical of expensive projects that wouldn't produce revenue but preferred spending on projects that both produced revenue and distracted the public. He won't be making the final decision, Tyrion will, so odds are they'll end up doing both with Bronn ensuring the contractors aren't skimming too much.
The only thing you know about his personal responsibility is based on him hitting up Tyrion for more pay as he (said at least) didn't enrich himself overmuch as Commander of the Goldcloaks to have money left over when there was a decent chance they were all going to die. After that he was pretty well set and wasn't much interested in Qyburn's offer until he found out he was going to be paid wagons-full of gold upfront.
Again, if need be he can hire an accountant.
