Probably have to go with Lang. If you discount his Hollywood work, maybe Fassbinder. I like Herzog but probably haven't seen enough.

re: Christian Petzold Sombre dramas with top German actress Nina Hoss, including a reworking (jerichow) of noir classic the postman always rings twice. Not seen the last one, but of the four seen, post WW2 drama phoenix, was the stand out. All good viewing, but I couldn't quite call them keepers.
