Luke being a bit on the smaller side was always kinda the point, the seemingly absurd idea that some shrimpy farmer boy is somehow the "chosen" one. Particularly in contrast to the massively towering Darth Vader, the lightsaber fight between him and Vader in TESB is very David vs Goliath. In the first one Leia even says something along the lines of "You're kinda short for a Storm trooper, aren't you?"

those are just reused shots/outtakes from TLJ photoshoot , Mark probably only has 5 mins of screen time in TRoS
