Yes, because he's playing a young character. It's ok. He's not playing retirement-age Peter Parker, so no worries about his voice. No--he's not playing a perpetual 17 year old. They chose him so he would give off a beta quality for years to come.

No, just get some complete unknown to play him. When Jackman first played him he wasn't a super huge star (I think he was mostly known for doing musicals at the time)
