While I would say it somewhat depends on what context you're viewing it and rating it, I would probably also say yes. It's one of the best at what it does.

It has a touch of imbalance from the (awesome) dread of a mystery (man up the tower waited for dead) with silly borderline slapstick humour. Still, it's tremendously entertaining & could make my top 250 or so.

10/10 is a perfect movie so I wouldn't say it's 10/10. It is an immensely entertaining movie tho and a favorite of mine. Fred Ward is an underrated actor. Also I love that an Atlanta Hawks hat is featured in the movie. 8/10

p.s. for the record... I used to like that movie.
NOTE: there are only eight movies I gave a 10/10 so it's quite difficult for a movie to hit 10/10 status in my mind. even hitting a 7/10 is not easy as only 156 movies managed to reach a 7/10 or higher for me.

I don't rank by numbers, but "Tremors" would be up there with what I'd consider to be a close to perfect movie.
As others have said, it doesn't try to be anything other than what it is. It's just fun. On a technical level, the sets and practical effects are great, even by today's standards. There is a particular shot during Reba MacIntyre and Michael Gross's basement shout out that pans from actor to miniatures. Tending to notice miniatures (watch the Bat Plane crash in 1989 again), I'm seldom fooled, but this particular shot was honestly the most convincing I've ever seen in any movie. The fact that it happened in a B-movie with some heart and fun behind it was totally out of the blue.
This movie could have been bad, with crappy looking monster effects and overblown action. Instead it had a great cast of likeable characters and a simple premise (no special forces choppers flying in or something crazy). If it were made today, it would be something like "Alien Vs Predator" with way too many explosions and relying on creature effects over its human characters.
In many ways, I think this movie is a clinic on how to properly do a monster movie. While I've seen 'better' movies in different genres, "Tremors" was executed about as well as it could have been. The writing also, is very exceptional for a B movie. Rather than monster fodder, the majority of the characters were very fleshed out and seemed like real people...which is probably the best part for me.
All in all, I think this is a great movie. Sort of absurd premise, but a very well made, constructed, and thought out movie.
The VHS cover with a totally different monster has always bugged me though...

Really good monster movie that harks back to the monster movie boom of the 50s, just with far superior effects. A solid 9/10 from me.
