Was that stuntman actually hanging onto the rope hundreds of feet up or was he in front of a movie or photo backdrop? If it's the former then I would hope or guess he had some kind of safety harness attached to the rope in some way. I don't know for certain. However, it looks like scene was put together with a combination of: - long shots of an actual stuntman hanging onto a rope hundreds of feet up in the air
- close-ups of Roger Moore against a blue screen or green screen
- a rooftop set inside a studio for the antenna shot
And what they should have done was fly just above the water giving Bond a dip with an attempt to drown him. That makes sense tactically, but I'm sure the filmmakers thought that would be too similar to what Kristatos did to Bond in For Your Eyes Only.

Of course they are not going to do it because it isn't in the script. What is in the script is for the good guy to win.

Watching this brings up two more questions: How in the heck would they change the lightbulb in the red light? And what in the hell is that antenna doing there and how is it attached to the top of a pyramid shaped building?
