But looking at a list of female villains and a lot of them have been done. If not in the movies, they have been in shows like Agent Carter, the Netflix shows and Agents of SHIELD. There are a lot that are part of X-men villain teams. I wonder if they'll bring in Sin as the Red Skulls granddaughter or something in a Captain America (Falcon) movie.

I think Jean Grey as the Dark Phoenix is the best Marvel female villain with the Enchantress not too far. Since Jean Grey/Dark Phoenix has been told already, I would choose Rosamund Pike or Natalie Dormer to play the Enchantress.

It's hard to justify a popular bad character in an ongoing series staying bad. That's why only zany characters like Harley Quinn and Deadpool work. Then you have the routes of characters like Dr. Doom not actually being bad. Or Dr. Octopus going on a sort of hero shift as Spider-man. A lot of them switch back to full bad when their series end, though.

Hela, and she's been done very well. The only thing missing is that we need more of her. Other than that... Dark Phoenix? Madamme Hydra?
On a side note, I thought Aida from AoS was one of the best female super villains on a superhero show I've seen.
