Depends on what you call hair metal. Most every metal band had the ultra permed hair. I’ve seen Aerosmith listen as hair.
In the strictest sense, probably Def Leppard. I’d say Dokken (“rhymes with rockin!”)

Wait. I also know...ratt. Wait...TS is proabably best. Of the bands you mention I own one album each, on vinyl, by Whitesnake, Motley Crue, Twisted Sister, and Ratt. Of those bands, Ratt's debut "Out of the Cellar" was the only one I rebought on CD. So I guess that means, for me, Ratt wins.

I grew up on hair metal and 80's rock in general. It's definitely my favourite era. Whitesnake 1987 is one of my favourite albums Honorable mentions to: Bon Jovi GnR Vain Shotgun Messiah Blue Blud Skid Row Poison Motely Crue Togertailz Enuff Z Nuff Danger Danger Bang Tango Vow Wow Cats In Boots Faster Pussycat Cinderella Dan Reed Network Def Leppard Europe Extreme Ezo Fastway Firehouse Hanoi Rocks L.A. Whitesnake started in the early 70s after David Coverdale left Deep Purple. They’ve only been “hair metal” for like two albums. I don’t think they should count as hair metal, but I agree they’d be the best if the did count.
In the strictest definition of what people call hair metal, I’d say Motley Crue is my favorite. I generally liked heavier bands from that period such as Iron Maiden and Judas Priest. Most hair metal bands weren’t to my personal taste.

A mate recorded his copy of Van Halen to cassette for me and it wasn't until recently that got it on CD.
