I would say its as high as 40%.
Do you really think that is mentally healthy? Even after marriage, if anecdotes are to be believed there is very little love making.
I am saying we should become a promiscuous society, but I think entire state machinery and society should not charge their guns on youngsters trying to get laid.

"Do you really think that is mentally healthy?"
Nope, but alcohol does the trick for me. keeps me sane when I am sober.
"but I think entire state machinery and society should not charge their guns on youngsters trying to get laid. "
Food for thought for your political gurus.

Come to think of it, of all the start ups who posture about changing the society, making the world a better place etc etc this one will be the one to actually do so.

I think if a woman is a virgin in India, it is most likely by choice unless she is bottom of the barrel in all of these departments-Looks, personna and intelligence. Most women would have one of these so that would be a small minority less than 15%. Among the remaining 85% majority, if a woman is a virgin in India, it is most often by choice.
For men virginity is rarely by choice. I would say every second guy in India has been one until marriage. That number would not surprise me at all. A very small % of men corner a large majority of the women for themselves. The rest feel emasculated.
Men get an unfair stick often. Because Indian girls play lots of mindgames. In the US you can ask a girl out for lunch or coffee and if she says no just move on-chances are if you are even above average she would atleast hangout with you once, if you fail you still got a fair chance. In India, they will play all hard to get until the guy is a real pro with the ladies. Asking them for a date is complicated. Collegues, friends etc. can get messy, rumor mongering and all.
The best way to go on dates would be to find someone outside college, work and extended family circles. Unfortunately once again the access to alternative areas is very low outside of these. Arrange marriage thrives in India, not coz people love it. Its coz most dont have a choice. They need to find someone.
If dating was easier. The Arrange marriage institution would fall by 50% atleast. But its here to stay. Girls need to open and give quality guys a chance. Two cities which are better in this regard are Kolkota and Delhi but they are not great. They are just better than the rest. South sucks for this. Mumbai despite what you see in the movies is also pretty lousy especially among suburban middle class (unless u live in South Mumbai, Malabar hill etc.)
Also nice guys end last.
