They could do either I suppose. Doctor Doom is both the main Fantastic Four bad guy as well as being a big bad of Marvel too. Doctor Doom is definitely worthy of being an Avengers villain. They could have him in Avengers first and introduce Fantastic Four there like how they did Spider-man with Civil War or they could do it as you mentioned with Loki. Though if he were in a Fantastic Four movie first then it'd be better if Doctor Doom didn't lose at the end, maybe have the bad guy win for a change to show that he is a Avengers level threat. I like that idea but I think it’d be cool if he won but with a twist. Have him APPEAR to lose so the F4 can have their big moment and become national heroes but reveal to the audience that it was all part of his greater plan. What like use the mid credits to reveal him to be "caught" by Shield or whatever Furies new group is along with whatever tech, energy or artefact he wanted with them thinking he's been depowered just for him to either outright break out or just subtlely break free, we then cut to the rest of the credits and then the post credit scene is essentially the opening of IW with one guy still conscious as Doom has wrecked everything kills that last guy takes what he wanted and says how easily fooled Reed and the others were?
That or I dunno why but I am picturing the end of Halloween 5 with Doom is just sitting in a cell quietly when shit starts going crazy as another Doom is attacking this top secret secure location, then Fury or whoever runs to the detention are and finds Doom's cell is all fucked up with guards all over the ground the room filled with smoke but no Doom.
I just like the way this question was asked though, should he be the next avengers villain or is he too big for that? too big for the Avengers? I fucking hope not or we'll never see the bastard in a movie, if even the avengers are beneath him who the hell else do they throw him in with?

That's what's good about Doctor Doom, he can be a Fantastic Four level villain, an Avengers villain or even above that. I don't think he'd need to be bigger than being an Avengers villain though. What I'd go with is 1. They'd make a Fantastic Four movie. Have Doctor Doom. Have him lose but not really because it was just a robot the whole time. 2. Have an Avengers and Fantastic Four movie. Have the real Doctor Doom as the villain this time and that movie would then lead into... 3. A Marvel movie with every one in it like Infinity War and Endgame where the main villain was Galactus, one of the few characters who is actually more dangerous than Thanos. It'd be like a Fantastic Four arc I suppose, Doctor Doom and especially Galactus are too big for just a Fantastic Four movie.
