The QM will sound the alarm that sign-ups are being accepted. Interested players then post that they are on board and ready. When a minimum of three have done so, then the BR can commence.
I'll be sending out the notification in about an hour -- as soon as Sunday chores are completed.

Oh and Diana -- that post of yours is really for the birds.
