I'm seeing him as a demented Tony Stark, his Victor Fronkensteen persona turned up to 11.
Madeline Khan as Black Widow.
Dom Deluise as Banner/Hulk, he proved he could do the split personality in the Cannonball Run movies as Victor/Captain Chaos.
Mel himself as Nick Fury, in charge of all the chaos.
