I caught the last bit of it after not seeing it for many years.
Why does he throw away his badge? Is he expecting to be fired and is resigning ahead of time or is he quitting because he wants to be done?
Obviously they had him do it before realizing the success of this movie and character and that it would spawn a series of more movies. But why is the character throwing it away? Any insights for the reason of that?

Earlier in the film, Scorpio (the killer) had kidnapped a girl and was demanding a ransom. He killed the girl anyway before attempting to pick up arranged money, Harry as bagman.
Harry eventually found Scorpio but his perceived use of excessive violence to arrest him and try and find the child, created a legal loophole allowing Scorpio to be released from custody and claim harrassement etc., free to carry on doing bad stuff. Harry was suspended and admonished etc. Subsequent to release, Scorpio kidnapped a school bus full of kids by gunpoint. Again, this was sorted by Harry.
Because of the lack of backing by the legal system authorities who frowned on his methods, and gave Scorpio leeway to commit heinous shit, Dirty Harry at that point was dissolutioned and disgusted and launched his badge probably deciding to quit the force.

博: Dr.BLΔD€ :锯 nailed it. Harry tossing his badge in the river was symbolic of him losing faith in the legal system and the law enforcement profession. Obviously he did return as an inspector in Magnum Force, so one can interpret that as perhaps he changed his mind or somebody convinced him to stay on the force. But the fact that he was busted down to a stakeout cop in the beginning of the sequel probably meant that was disciplinary action for his methods in bringing down Scorpio.
