Hmm. I can't believe with how technologically advanced 2019 is that there isn't an after theft feature on Smartphones that when stolen scream at 100 decibels,"I'M STOLEN! I'M STOLEN!" Straight until the rightful owner gets his or her phone back and deactivates this very annoying feature. And phone cannot be broken or destroyed. No thief would want to be hearing the durable and indestructible phone scream "I'M STOLEN!" All day and all night long at 100 decibles. How is this not a feature yet?

How is this not a feature yet? you mean the owner would remotely enable this feature after they realized the phone is stollen? would it work even if the phone is switched off, kinda like alarm sometimes does? thats pretty cool and I am SURE that this would be technologically possible, all you need is to design and program an app that people can download, that would do that. i think you got a pretty good idea there and should pursue i if such app does not exist yet.

The thief will just stomp the crap out of it.

The thief can just plug in a earphone to it and no sound will be heard.

Well there's your answer why it's not available. It's pointless because they haven't invented an indestructible phone. There's no market for it.
