Best and Favorite mean the same thing in my book. because it's a waste of time 'attempting' to separate the two since your basically just trying to 'guess' what others might call 'best'. it's more honest to ALWAYS judge movies by ones personal opinion which basically means select by 'favorite' for those who do separate the two as 'favorite' is a persons true opinion on what's #1 unlike best which is a guess. I ultimately judge movies by personal preference as best/favorite mean the same thing to me and I would assume many others because attempt to separate the two is pretty much a lie to that viewer as favorite carries more weight than best would to the type of person who attempts to separate the two which basically means I would be more concerned with someones favorite movie and would not care what they claim is best since it's not a honest opinion from that viewer where as favorite is.
with that said, there are only six movies I give a 10/10, which means my best/favorite is one of the following...
-Gran Torino (2008) -Lord of War (2005) -Road to Perdition (2002) -Braveheart (1995) -The Good, the Bad and the Ugly (1966) -Once Upon a Time in the West (1968)
so while I can't name a clear cut #1 movie of those six movies, I can probably eliminate Once Upon a Time in the West because if I am pressed I doubt I would ultimately name that one as my #1. but after that, it's just too difficult to call anything. but if you asked me to pick a #1 based on cinematography I can name a #1 there which would be Road to Perdition (2002) since that's my 'go to' movie when I think of a movie that blends visuals/score/moments very well even though in terms of picking a #1 movie straight up, it's just too difficult to do.

I know many disagree with this but to me best and favorite is the same thing.
Anyway Gone With The Wind (1939) is the answer to the question.

Apparently the best movie I’ve seen is Citizen Kane. Whatever. My favorite is Raiders of the Lost Ark.
