Released almost exactly a year after the original film, things are noticeable different second time around. Casey Jones is a no-show. Maybe he was fighting in the first Gulf War? April O'Neil looks noticeably different. Even Shredder, who unlike The Terminator, was able to survive a hydraulic press is sporting a purple outfit this time and far less intimidating. I didn't realize this when I was a youngling but the turtles don't use their weapons in this movie. Thanks, concerned parents of America! i guess just beating the fuck out of the bad guys is still okay, though. The tone is also considerably more kid-friendly. Also not sure of the decision to instead use two new villains instead of the existing Rocksteady and Bebop. When all is said and done, it's still supremely silly and rather idiotic. 5/10.

April is different because she was played by a different actress. I do prefer Judith Hoag in the original way more, though. I also agree that the Turtles not using their weapons shouldn’t have been a big deal, and even then, having that doesn’t really affect anything.
This movie is dumb fun, and it knows it, not trying to be much else. Same can be said for the third film, in my book.
