Only the new position of 'goalkeeper' can use their hands.

move the kickoffs back so we don't have so many touchbacks - i know some will have a problem with this because of the concussion problem

get rid of 2 preseason games and up the regular season to 18

If I was NFL Commissioner for a Day then I would immediately BAN Donald Trump for Life from Any and All NFL Events.

I'm changing my answer.

18 games & 2 byes.  It's a tv league, no one will notice teams taking 2 wkends off.  

CFL already takes 2 byes & it's good.

1. Restore sanity to the cost of attending a game.

2. Cap player salaries to less than a brain surgeon makes.

3. All fields must be natural grass. Return of mud bowls.

4. No indoor stadiums. Foul weather will be a part of the game.

5. $5 beers.

6. Add at least 2" more leg room to all seats ... and seats are heated.

7. Rename the Lombardi trophy to the Belichick.

8. Eliminate holding penalty and make the offensive line wear oven mitts.

9. Eliminate pass interference penalty. Pushing, shoving and tackling will be a part of catching a football.

10. Roughing the passer penalty only in the event of blood or broken bones.

11. Eliminate facemask penalty. Replace grill with a smooth plexi shield that can not be grabbed.

12. A catch only occurs if the receiver is still in possession of the ball after the play is over.

13. Widen the field by 20 feet. All receptions must remain in bounds. No more of this toe tapping on the sidelines crap.

14. If the football is over the goal line when the play is over, it is a touchdown ... regardless of what part of a player's body hits the ground first.

15. Eliminate any penalties that result in a bunch of grown men pointing at each other like toddlers, crying he did it first!

16. Owners of perpetually crappy teams will be required to sell their team after a period of non-performance.

17. The Draft will be more randomized. Loser teams will only get a better chance of a low draft pick.

18. Any team that goes 0-16 will be penalized in the Draft. If you are a bad team you will have a better chance of picking up a top talent. If you are the worst team, you will not. Don't be the worst team.

19. All replays will be shown in low res. If it can't be seen in 480i, it didn't happen.

20. If a call is overturned by a coaches challenge, the entire officiating team will be fined.

21. No ties. If a team doesn't win a game, it is a loss.

22. A team must earn a first down. Elimination of any penalty that gifts a first down because the other guy did something wrong.
