- get rid of 'roughing the passer', they can be hit as hard and as late as anything.
- same thing with helmet to helmet, targeting, horse collars, face mask, hands to the face etc.
- kick offs will be from your own end zone
- no more ties, whoever scores first in OT wins if nobody scores it goes on until somebody does.

Get rid of Thursday Night games Get rid of the Nike "Color Rash" unis CFL end zones (15 yards deep. I know its not doable) Allow receivers to be in motion before the snap. No ties, either adopt the CFB system or play until someone scores. Make Tampa go back to the creamsickles and Bucco Bruce

Offer more TV contracts to sports networks to show more NFL games on Sunday. I mean, we only get like 3 games to choose from on Sunday afternoon.
Ditch challenging pass inference. Its obvious the refs aren't going to change most calls anyhow.
Lower drink prices at the games. Seriously, 10 bucks for a beer is outrageous.

In pretty much every sport the first thing I would do is change the replay system. First make it collaborative between the on field ref and the video ref. Second they both look at the play once in regular speed, once in slow motion. If they both agree that the call wasn't clearly wrong, get on with the game. If one or both has doubts then you can look at different angles, etc. And finally a limit on how long these things take. If two refs can't find something wrong in 2 abd a half minutes, no great injustice has taken place.

Get rid of time outs for commercial breaks.
End legal chop blocks.
Move offensive possession after a kickoff with the ball going into the endzone or never fielded if catched back to the 20 yard line.
Slash ticket prices to no higher than $70 that is not box or luxury seating.
Get rid of charter seat licensing once and for all.
Season ticket holders will only get equal number of post season tickets or Super Bowl to the number they bought if regualar season tickets. None of that first dibs to extra seats BS.
Beer should be no higher than $4 per 16 oz cup.
Any kind of vendor food will be no higher than $8!
No fees on purchasing tickets!

Thursday night games are replaced by Saturday night games except on Thanksgiving.
No more offsetting penalties. It doesnt make sense if one team has a 15 yarder while the other has a 5 yarder and they offset as if equal.
Get rid of the PI reviews as they're awful.
Shorten review times they take too long.
Overtime rules switched to college but you get the ball at the 50.
No weed level suspensions.
If you're found guilty of beating a woman (not in a self defense form) you're out of the league.
Dont make tax payers pay for new stadiums.
No more indoor stadiums. Football was meant to be played outdoors in weather not cozy air conditioning.

A lot of good suggestions here from everyone.
The only thing I would add that hasn't been mentioned yet is changing the rules on onside kicks back to the way they used to be. Pile everyone on one side and let every player be involved in the fight for the ball.
Onside kicks have quickly become pretty meaningless and that's been costing us a lot of potential fun finishes.

Pasadena, Rose Bowl stadium, & Stanford CA have hosted. Toronto would very likely no, not least of all no local team/ownership to make money on it & no new NFL stadium/upgrades to promote/reward. There would have to be some catastrophic incident for the SB to play here, which would be too big not to just cancel the game altogether - there are dozens of college stadiums which would immediately be found in lieu of NFL ones.

No automatic first downs. I'd either institute this on penalties less than 15 yards, or perhaps just in general. It would seem to me to be an obvious and uncontroversial move that I don't think people would get worked up about and it would fix some real problems with officiating.
Or maybe, 'half the distance to the goal.' This has never made sense and has no reason to exist as a way to enforce a penalty, but it hardly ever comes up or makes much of a difference so nobody cares.

Eliminate the specialised attack and defense teams. Have the same players on the field regardless of whether the team is attacking or defending. I think it is ludicrous that there are professional sportsmen who weigh 150 kg and never touch the ball in their entire careers.
