I am pretty sure they can't touch Dwayne Johnson overall, at least not lately as Will Smith was solid at one point in the past but his glory days have passed and Downey Jr seems largely limited to Iron Man and Jolie, without checking, I would assume her peak has passed to.

I always used to think the biggest Box Office draw in the recent past was Jackie Chan....the majority of the audience went to see a Jackie Chan film because it starred him...they generally new what they were getting and didn't really care what it was about.
Now the only two I can think of that have that same kind of pull is Dwayne Johnson and perhaps Jason Statham...you have an expectation of what you are going to get and that is a reason a lot of the audience may go see the film.
