And he did not try to rule like a Pharoaoh he tried to rule like all the russian tsars\emperors before him. The day of the Absolute Monarch was over. The Kaiser didn't have it, the Austrian Emperor didn't even the Sultan didn't wield absolute power. Nicky got a warning in 1905 and still played the Pharaoh. Sorry, that makes him a fool in my book.

Lyndon Johnson comes to mind as another I don't care for. Good intentions aren't enough. The man was a swine. Bobby Kennedy's up there (or down there, as the case may be).
