They have a lack of character to begin with and no ethical balance. Few people kill out of hate and revenge.
I can understand a murder of passion. But a plotted premeditated murder? They may not be mentally ill but just twisted inside.

Ask a veteran infantryman this question. I was in the military service during the Vietnam war. Killing your enemy is par for the course.

There are many factors but for the most part, murders are committed as crimes of passion, crimes of opportunity, or committed in the process of committing other crimes or some are impulse crimes. There really isn't one set reason.
