Entirely (or close to that) in a Restaurant or Diner?
Waiting (2005) for me.

Waiting is a good choice. I actually liked the sequel okay too even though few of the original cast were in it.

An old Bette Davis classic the petrified forest (1936) would be the immediate answer. She's a waitress at a roadside diner in the American south western desert.
restaurant..
the cook, the thief, his wife & her lover (1989-uk) is an amazing film set in a fancy restaurant. Not for the faint hearted...that's what they say to make people see it.
Also Stanley Tucci restaurant movie big night (1996) is a good one.
some other titles.. 'though can't recall how much time some films spend in the restaurant / diner setting..
the postman always rings twice (1946) the fabulous baker boys (1989) diner (1982) delicatessen (1991-fr)

NOT #! favorite but a good little picture A desperate young couple, on the run from the mob, drop anchor at a remote rundown restaurant in the middle of the desert named the Nautilus. At first, it seems like a great place to hideout but soon they find themselves smack dab in the center of a family that gives a whole new definition to the word crazy and makes them think that maybe they'd be better off with the mob.
