Big moves in BEST TEAMS and GOOD TEAMS.
(My Power Rankings are generally based on 50% how they played this week. And 50% overall record. In other words, they change every week.)
BEST TEAMS 1) Baltimore Ravens - three impressive wins over the Seahawks, Patriots and 49ers.(11-2) 2) San Francisco - impressive win in New Orleans over the Saints. (11-2) 3) New Orleans Saints - lost at home to 49ers. (10-3) 4) Seattle Seahawks - lost at LA Rams.(10-3)
GOOD TEAMS 5) Kansas City Chiefs 6) Green Bay Packers 7) Minnesota Vikings 8) Houston Texans 9) New England Patriots 10) Buffalo Bills 11) Pittsburgh Steelers 12) Dallas Cowboys - These teams are good enough to beat anybody. But most have problems with consistency. Or a glaring weakness. All serious contenders for playoff spots.
MEDIOCRE TEAMS Buccaneers, Rams, Panthers, Bears, Falcons, Eagles, Lions Titans, Browns, Colts, Jaguars, Chargers, Broncos, Jets, Raiders - Some of these teams may catch fire at some point this season. Or they may be loaded with talent. But right now they are either struggling, or inconsistent.
BAD TEAMS Giants, Redskins Dolphins, Bengals - These teams aren't going anywhere this year.

The Patriots are 2nd in the AFC but the AFC has been a weaker conference this season. Of the 8 teams you ranked ahead of the Patriots, 5 are in the stronger NFC and the 3 AFC teams ranked ahead of the Patriots are all playoff contenders who have beaten the Patriots. So the Patriots ranking is correct.

The Patriots are 2nd in the AFC but the AFC has been a weaker conference this season. Of the 8 teams you ranked ahead of the Patriots, 5 are in the stronger NFC and the 3 AFC teams ranked ahead of the Patriots are all playoff contenders who have beaten the Patriots. So the Patriots ranking is correct. And the Ravens, Chiefs and Texans (all ranked ahead of the Pats) all beat New England.

In winning seven of their last eight, do the Steelers fall under "struggling" or "inconsistent"?
I'm waiting for the end of the season when the Steelers are 10-6 and the Cowboys are 7-9 to see if the list changes.

The Cowboys "are good enough to beat anybody", except for the 7 teams they've lost to. But you raise a good point; they lead their division and therefore are clearly a "good" team.
