Superman would be the flagship character, in that he’s the face of the company, while Batman is their biggest cash cow.

Superman since he was the first of the two to get his own movie in this universe.

It's gotta be Superman, he's the most recognisable superhero in the world. Might even me the most recognisable character actually except for Mickey Mouse.

I'm going Batman. How many Superman movies have there been in the last 30 years? How many Batman films? And you have to include Joker and Harley Quinn, as they're only relevant to the zeitgeist as Batman supporting characters. How many Batman tv shows have there been in the last 20 years compared to Superman shows?
Up to the 80s I would've said Superman, but I think Batman has surpassed him.

How many Batman tv shows have there been in the last 20 years compared to Superman shows? Up to the 80s I would've said Superman, but I think Batman has surpassed him. 14-11 though 4 of those are joint shows, so 10-7, 21 combined seasons for Batman, 22 combined seasons for Superman, these include their spin off character shows btw or directly related to the character shows, buy not Teen Titans as that's an IP onto itself imo, Superman & fam have had less shows but more seasons, hence less shows as they haven't needed to replace Superman shows as frequently, Superman also has another series in development where as Batman does not.
As for the movies, yeah that's 8 - 2 not including team up movies, but in fairness Batman & Robin effectively killed multiple Superman movies in development, and Superman has the hinderance of DC not owning the movie rights to Superman's origins and having to deal with the mental case that does anytime they want to reboot, also it's a selective time period you posed, say 40 years and then the count = 9-6, still in favour of Batman but not by much, Batman just happened to hog the movie scene in the 90's and Superman was stifled in the 00's despite both Superman Returns and Batman Begins being box office flops whilst Batman was given another chance.
But yeah Batman is the flagship of DC now, which is partially a self fulfilling prophecy deal, they don't invest in anything but Batman then they are surprised that Batman is their key marketing tool, I can see this changing this decade though, Wonder Woman could easily become the 1B to Batman's 1A if not surpass him if say the next movie doesn't do as well for Bat's and WW84 is a hit, people may finally get tired of Batman.

DC as a whole or the current DC movies?
Flagship character of DC as a whole would be Superman. Flagship character of DC for the last 2 decades would be Batman. Flagship character of DC movies currently would be Wonder Woman.
