No, it's in the U.S. (or Canada, or any country where the term "elementary school" is used), and "F" really does mean a failing grade. I should note that the students don't like that they received the F, but they still don't say anything.

Failing grade My guess is that she caught them cheating somehow. Maybe she had some old presentations in her desk drawer and they broke in carefully and copied them digitally. They thought she wouldn't know, but maybe she had a grannycam or something that showed the three of them in there. Thus she marked them all with a failing grade and perhaps included a photo of them in her office from the grannycam. They were busted and had to accept the failing grades as punishment.

As with Al's, it's close, but it's not there yet. They were not cheating on anything, but they were doing something similar. The students really do want to speak, really do want to say that the project didn't even happen yet, but for this reason they feel they cannot. (And, no, it wasn't because they were afraid of the teacher--who, let's stipulate, was very sweet and innocent and wouldn't want to hurt anyone.)

Salzmank F-grade The project was based on term work which was F-graded, and so bad that the presentation itself was cancelled, but thus also awarded an F-grade.

The teacher did not want to give them an F--the students did not want to receive an F. The teacher felt she had to do it under these specific circumstances.

Seriously, I've been trying to hunt around for a good one for a long time because for a while there it looked like we'd exhausted nearly all of the ones at least on Internet riddle websites. I was happy to find this one.

The class was very rowdy and uncooperative, and this one group of boys in particular really didn't want to do the presentation that they knew was coming up. alfromni's comment about not wanting the principal to know was correct. brimfin was right in that they'd done something wrong, but it wasn't cheating. alfromniA little older. Elementary school here runs from about 5 to about 10 years old. Let's say for the purposes of argument the kids are around 9, but that's not directly relevant.

alfromni I did a (not very detailed or academic, but still...) presentation on the Great Barrier Reef as early as kindergarten, so I believe so. Now, it was mostly pictures on a poster board and my pointing to them, but the point still stands.
