They've clearly had a mission driving them through Infinity War, and phase 4 may be much more relaxed, with a series of crossover film that aren't all trying build to a major goal. They may just have some fun and eventually plot out a longer term goal that phase 5 builds towards. Who knows. But I wouldn't mind just some fun crossover films, like Wanda joining Strange, or Daredevil teaming up with Spidey, etc.

Like phase one was basically "Assemble " or "Avengers Assemble"

Agreed. A collection of one shots could be just as much fun as what they've been doing. They could bounce around the timeline too, they don't have to worry as much about continuity regarding what's going on in the other films right now.
