San Jose is a large city, but if you've ever been there, you know why there's hardly any movies shot there.
Especially with places like San Francisco, Monterey, and Santa Cruz not that far away. Even Oakland has nicer scenery than San Jose.

Has Dallas been used much or at all outside of any western movies? Good point, That's another BIG city that seems forgotten when it comes to movies (The Only thing I remember being set in Dallas is The Gifted [X-men spin off TV Show]) and that was only a couple of episodes.

I can't think of a movie that takes place in Sacramento. Not much of a surpise, there's way better major California cities (San Francisco, Los Angeles, San Diego)

Louisville is the most obvious answer. But too many poor horse racing movies have been made already. The masses have a real insane view of the reality of sports gambling, horse racing, and bourbon, which are the three main things Kentucky is identified with in the world.
St Louis is another. The mid to near East, central U.S. is hated by the mob, even by mobsters who live there.

How does one determine the actual population of a city? The "city" itself is usually just the downtown area and its surrounding neighborhoods, and it usually has less than a million people.
Anyway, I would choose Miami, though I don't know if it falls under the criteria of "over 1 million people". The city itself has less than a million though the county it's in has 2.5 million.

I'd have to disagree with Boston being mentioned. How many Irish-American police or gangster films have been set there? I mean seriously?
Houston gets mentioned a bit in sci fi films (as well as movies dealing with NASA), I think it's nuked in Independence Day and referenced as a resistance outpost in 10 Cloverfield Lane towards the end. But yeah, very few films set there. Brewster McCloud was entirely filmed there but that was back in 1970
