(note: These teams don't necessarily have a "Hall of Fame Players only" rule, it just so happens they now have all HOFers) Well the Phillies retired Schmidt, Carlton, Bunning, Ashburn, Robin Roberts, and I think Grover Cleveland Alexander, but he didn’t have a number, just a name. All are in the HOF.

Giants retired Bonds last year making them no longer a "HOF only" team, which used to be their actual rule. (Royals have Frank White, Tigers Willie Horton, Indians Mel Harder, Dodgers Gilliam, Reds - that manager who was #5 before bEnch and Concepcion)

Roy Halladay was announced as an inductee just over a year ago.

fjenkins a's? dodgers? Not the Dodgers, Junior Gilliam's #19 retired. I think the A's are one. i can't come up with a player who doesn't fit.

All 5 Am East teams and 2 others. Yankees have a bunch retired that aren't in the Hall. Roger Maris, Ellie Howard, Thurman Munson, Don Mattingly. ironically, they have one player, a Yankee for life and a HOFer who's number isn't retired. Vernon "Lefty" Gomez #11
Johnny Pesky (#6 Red Sox) isn't in
Diamondbacks Blue Jays Mariners Orioles Athletics (75%)
Phillies (99%)
Cubs (99% sure, Santo, Banks, Williams, Maddux, and Jenkins. Unless they snuck one in) Brewers have 100% on numbers but they retired a plaque for Bob Uecker. does that count?
I'm almost sure the Cards retired Ken Boyer's number and he isn't in
Teams i know aren't: Yankees, Red Sox, White Sox, Twins, Indians, Astros, Angels, Rangers, Braves, Nats, Marlins (no numbers), Reds, Pirates, padres, Rockies, Dodgers, Giants
