I guess it depends on how muscular you mean when you say "athletically muscular". A good actress built like a professional crossfitter or weightlifter (or even gymnast) is going to be difficult to find. Someone built like a volleyball or tennis player is more doable. Which is why I originally suggested Blake Lively and Adrianne Palicki, as both are pretty big women (5'10" and 5'11" respectively) and sport heavier, fuller figures than Gal Gadot. Though now that I think about it, have you guys ever heard of Gemma Atkinson? British actress, mostly sticks to British soap operas but she's a decent actress. 5'9, attractive, and these last few years got into a fitness craze. I mean you see the Larsons and Gadots training hard for those roles, but not much else. When I say athletically muscular I mean you can see the muscles. Not a bulky woman like a Julia Vins. I think She-Hulk should be more like a green version of Captain America. Not really a girl Hulk. Just a woman that grew taller and gained muscle.
I think Gemma would be perfect. I'd even say if not like her, even a little smaller (again magic strength). Hell, I'd be alright with her using her own accent. She's Bruce's cousin and can be from anywhere for the live actions.
It's difficult for women to get shredded or pack on muscle like men can. With the right gym routine, diet and possibly the assistance of steroids, guys like Chris Pratt can go from pudgy to jacked in a matter of months. Women would need at least a year if not years to match that kind of change, even with steroids. I'm pretty sure a number of female actresses do go through strenuous training for their roles, just that you won't really see as much difference as with the guys. So you want to pick an actress who's physique is already a bit close to what you'd want.

If you can get all three why not right? At the very least, you want someone who can be physically intimidating.

Then use body paint (with highlights for her muscles) and CGI to make her 7 feet tall (like they did with hobbits etc. in LOTR).
Remember a 5'5" woman with 12 inch biceps will appear to have something like 22" biceps when she's 7 feet tall.

Using movie magic to make a small person look big will also magnify their proportions. I do feel like we're using the term "athletically muscular" a bit too broadly. A wrestler/mma fighter will have a pretty different physique from most track athletes, whom again will have a pretty different physique from tennis or volleyball players, who will again look pretty different from gymnasts. You can probably find good actresses who look like tennis or volleyball players but it will start getting harder to find actresses with wrestler/mma physiques who're also good actors.

In the older comics she would change back and forth but the newer ones she just stays green. but in the old comics even when she transforms into the green muscular hulk she is kind of like professor Hulk cuz she keeps her intelligence.
