I think Hanks is the better actor, but I don't think he has put on as strong a performance as Norton in Primal Fear.

Out of those 2? Hanks for sure! Norton fluttered in that scene and is the only scene in the entire film you can see him actually ACTING.
However I believe that scene was shot long after as it was an add on or something?

Hanks is a much better actor. Norton overacted in Primal Fear. His "nice guy" persona was good, but the "mean guy" persona was really amateurish acting. His acting was much better in American History X.

No contest... Hanks ; hands down.
Hanks has stronger emotional connection in general and has a better all around presence.
also, i been saying for a while now that Hanks is one of the better emotional types of actors and that scene in Captain Phillips you mention just further confirms it as it feels more real/authentic instead of just decent acting.

Orlando Bloom' character Drew in Elizabethtown (2005) during the scenes near the end of the movie when he is on the road trip, releasing his father's ashes and coming to grips with the grief that he's feeling about his father's death and generally feeling the emotions of what he was going through.
