Blood Hunger. It tries to be an edgy noir thriller that competes with Out of the Past and Resevoir Dog, but ends up being a softcore porn instead. You have to see it to believe it, it's pure comedy gold. Random plot twist, out-of-place sound effects, absurd dialogues... the movie has it all.

TURKEY SHOOT (1982) also springs to mind. It's an Australian film that stars Steve Railsback, Olivia Hussey, Michael Craig and Carmen Duncan. Very nasty and very violent.

Pumaman! Regardless of the criteria, it is a terrible, terrible film, but my goodness, it is just so much fun to watch how badly an incompetent director can bungle a superhero movie. It's the innocent kind of bad movie where you can tell everyone on set is trying, but the poor darlings just don't have the talent to deliver.

And an Aussie actress named Linda Stoner who was famous for her norks. She was also married to an actor named Peter Sumner, who was in Star Wars. He was the imperial officer who asked the stormtrooper why he wasn't at his post just before being biffed by Chewbacca. You should watch the segment on Turkey Shoot in Not Quite Hollywood, to hear what Mr Railsback has to day about it and the director.

Many of the Ed Wood films as already mentioned which I enjoy.
No one brought up some of the sillier Toho monster movies which I find to be a lot of fun. Rodan, or Son of Godzilla for instance. For a recent release I think that Godzilla Final Wars is hilarious.
