Both by the same director and both rated the same score on IMDB of 7.5. Which is the better film?
I'm a fan of both but I slightly prefer Total Recall. I think that has to do with the fantastical elements of the story in Total Recall being more appealing to me, such as the memory manipulation, living on Mars, mutants, psychic powers, aliens. Plus Sharon Stone at her peak attractiveness doesn't hurt.

It's also a very intentionally funny film in spots. I guess I'd have to go with Robocop.

Robocop is the more interesting premise. But Peter Weller is no Schwarzenegger. Both are a 6/10 to me.

RoboCop
Total Recall has a better story, but the way it is presented is too goofy. RoboCop balances everything much better imo.

I love Robocop, but Total Recall is the kind of movie I streamed once really late at night and was so impressed I bought the Blu-Ray immediately after. Again, I enjoy them both, though.

Total Recall (1990)
Robocop (1987) no longer holds up for me as of Jan 2019.

I prefer RoboCop for the satirical nature. I think there are hints of it in Total Recall, but not as much.

Total kind of loses a little steam in the later half although it's good.

Both are good, but RoboCop is the more iconic of the two and I'd have to opt for that one.
