Julius Caesar is not considered an Roman emperor although the distinction between his powers and the powers that Caesar Augustus had is negligible. For all intents and purposes, while Emperors had absolute power, Rome was still considered a Republic de jure.
In any case: Caesar Augustus plus Trajan and Hadrian are my favorites.
