Being boring is certainly up there. A pretense at cleverness is another. 'London Fields' committed both offenses.
Movies that insult your intelligence can be annoying, but certain old sci-fi movies get a pass when they're dumb enough to be funny.

There are really only two options that stand out in a negative way...
1)Boring (i.e. movies I score a 2/10); by that I mean truly boring in the sense you can't even finish watching the movie as your interest in it is basically zero. because I have a feeling some people will claim a movie is "boring" if it's around average, or maybe a bit below average, as that stuff I definitely disagree with as even a dull movie(as in a below average movie) is not truly boring status even though it can be a bit of a chore to finish etc as it's dull but not full blown boring like watching paint dry.
in general that's clearly the worst crime a movie can commit since it's the opposite of a movie being interesting/entertaining which is what movies are about as without that core aspect, movies would be largely pointless to watch.
as a general rule... I try to give a movie at least 30min+, but usually around 40min, before ill turn it off and call it boring and then give it my usual 2/10 score. for measure... only about 7% of all movies I have seen managed to reach boring status. or... about 1 out of every 14 movies I have seen over the long term that are boring and I generally can't finish watching them.
2)Greatly dislike/offensive (i.e. movies I score a 1/10) ; these stand out in a negative way (like ones I actively dislike quite a bit etc) but these are quite rare (pretty much only four movies managed to pull this off) so I generally don't count them.
so while my option #2 is technically worse for me... they are quite rare to where boring is almost always the typical bottom score which is why I ranked boring higher. hell, I think it's pretty safe to say the average person would consider a movie being boring as the worst crime a movie can commit in general since it's the opposite of interesting/entertaining even though there can be occasions where a movie is worse than boring in a way to where you can't stand it (but for me these are thankfully pretty rare). but I think, like myself, most people would generally stumble into more movies that are boring than offensive and the like.
Exactly. because the core of what makes movies tick is general interest/entertainment which basically comes back to a emotional response we get from watching a movie. also, I don't mind slower paced movies as some slower paced movies can be solid movies but sometimes a slower paced movie can be quite dull and maybe even boring. but on the flip side... some action movies can end up being dull or boring etc to.

I give a film a good chance (30-45 minutes or so) but I dont turn it off I usually do something else while watching it. Usually those are 2/10 for me as well.

Animal cruelty, especially if staged for the film, and especially if it is trying to make a statement on how awful violence is (i.e. Apocalypse Now). Im a dog lover and I always hate to see dogs get killed on film. I know its fake but I still dont like seeing it. There is a film called Stitches that I was really liking until a scene where the main villain beats a cat to death. I lowered my would be rating after that. I know Cannibal Holocaust (which I do very much like) had actual animal deaths but luckily there is a version on the DVD that excludes those scenes.

I feel 30min+ as a general minimum is reasonable. but to further add... while I already mentioned the whole 30-40min thing (which I am similar enough to your 30-45min thing), there have been cases I made it over a hour into a movie before turning it off and once in a great while ill dump a movie less than 30 minutes into it but it seems to be rare ill rate a movie with the usual 2/10 without having seen at least 30min+. but those who write off a movie as boring after say 10min or so, I think are pulling the plug a bit too quickly. because while I would generally agree that usually you can tell if a movie is headed toward boring status after about the first 15-20min, I still try to do a minimum of 30min+ before writing a movie off as boring and then giving it my usual 2/10 score. because it takes probably a good 10-15min to start to get a feel of a movie.

And by that I mean what is something that makes you angry in films? For me there are 2 big ones. - Being Boring. Sure I can enjoy a film for other reasons but firstly I like to be entertained or amused by a film. Granted many films have slow spots and thats fine if it has other redeeming values but a film that just bores me is a major frustration. - Bad Messages A lot of films I have on my worst 100 are ones that have horrible morals or advice to them. Films that were made to take to heart. Films like Gods Not Dead, Loving the Bad Man, Audacity, Cries of the Unborn and War Room just to name a few. no script, bad editing, bland/vanilla direction.

Movies in certain genres that don't do what they're intended to do. Comedies that aren't funny, and horror movies that aren't scary. Both are instant fails.

I'd definitely have to go with films that try to pound a message into your head whether it be a religious message or a secular one.
The other being bad comedies.
I'm not sure what constitutes a "boring" film, I think that's probably more subjective than anything. I imagine a lot of people couldn't stand watching a film like la Notte but I love it.

I'd definitely have to go with films that try to pound a message into your head whether it be a religious message or a secular one. Yes this is also one thing i hate, but i would also include political message in it being it right-wing or left-wing.

Some people reject Citizen Kane and Casablanca because they find them too "boring" ..when it comes to boring, imo, it's all subjective.

3. Having the budget, means and resources to develop a franchise further in a creative manner but opting to regurgitate old story-lines/tropes instead.

Boring is probably the worst offense. And I don’t mean slow paced...I mean boring to the point of uninterested. Ultimately movies are a form of storytelling and if I am bored to the point of not caring about that story I’m checking out.
Having said that I might have to put a small asterisk next to my position because if something grievously offensive to the point where I regret ever watching it...then to me that’s a tad worse than boring. But since that’s only happened once in my 30 some years of watching films I don’t expect to see a lot more films that meet that quota.

Keep in mind: I'm only talking about movies where the character is annoying for the majority of the running time and doesn't earn its redemption. A lot of these movies also try to make us feel bad for finding the character annoying in the first place... even though we had every right to do so!
