I'd say true. If you think it's false, please let me know what your favorite book of the series is.

Goblet of Fire is a good one but my #1 is Prisoner of Azkaban.

Goblet of Fire is a good one but my #1 is Prisoner of Azkaban. Uhh... What he said! While Goblet of Fire interests me as a fan of the puzzle plot ( this mystery blogger puts it as his seventh-favorite mystery!), I find Prisoner of Azkaban far superior. It's better-characterized and funnier, with good world-building and real emotion. The plot is smart (though I still don't understand the time travel stuff), and the character of Sirius Black is one of the best characters in the Potter series. It was written, too, before the tiresome angst and padding of the later books (many of which, by the way, could be dangerous weapons if dropped on someone's head). The movie adaptation, may I add, is equally good. (Also, see this source for the connection b/w Harry Potter and puzzle-plots.)

False. Deathly Hallows is the best IMO. I'd put Goblet of Fire in the middle in terms of preference.
My rankings:
1. Deathly Hallows 2. Half-Blood Prince 3. Prisoner of Azkaban 4. Goblet of Fire 5. Chamber of Secrets 6. Philosopher's Stone 7. Order of the Phoenix
