For you old people it’s used to mean a crazy obsessive fan. Stems from the 20 yr old Eminem rap song Stan. People use it nowadays on social medias anytime they like something.

My only problem with it is the people using it often don't even know what it's a reference to. You have a board full of 14 year old gay pop star fans throwing the word around, sometimes even saying they hate Eminem because he used the F word in the early 2000s just the like pretty much everyone in the world did, not knowing their new favorite word to identity as is not only an Eminem reference, but meant as way more of an insult (don't know how familiar you all are with the song Stan, but Stan himself is not a very good dude in it).
