Yep, I don't know how many people here are old enough to reply to this thread, but here it goes anyway:
I grew up in the 90s, so renting VHS tapes and recording stuff from TV was a must if you wanted to enjoy your favorite flicks. Some of the stuff I watched the most on VHS was:
. Jim Carrey's 90s movies, especially Dumb & Dumber and Ace Ventura 2 . Innerspace . Star Wars original trilogy . Back to the Future trilogy . Mrs. Doubtfire . Jumanji . Baby's Day Out . The Thief of Bagdad (1940) . Planet of the Apes (1968) . Mars Attacks! . Space Jam . Jingle All the Way

I watched off-air taped copies of "Grease" and "Willy Wonka and the Chocolate Factory" a lot as a kid.
I also watched the VHS release of "Lady and the Tramp" a lot.
I know this may seem like a strange thing to say, but I have a lot of dreams involving VHS and VCRs. They really did make a huge impact on me as a kid in the late-1990s/early-2000s.

Before I had a lot of VHS tapes I only had Terminator 2 and The Good The bad and the Ugly. I watched them a lot. When I first had the DVD for T2 with 17 extra minutes I was in awe of the new footage

I literally watched the first Rush Hour 5 days a week (I was 9 years old when the VHS came out) only on the weekends is when I would watch something else, lol.

The initial release Star Wars boxed set (the original films before Lucas specialized them). The McDonalds promotion VHS release of Raiders of the Lost Ark, Temple of Doom, and Last Crusade (it was in conjunction with the release of Young Indiana Jones on TV). A copy of Midway made from an airing on TBS (had the made for TV footage of the Battle of Coral Sea before the actual Midway battle) Terminator/Terminator 2 Jurassic Park (the original film) Last Man Standing (Bruce Willis) - the first widescreen VHS I bought. It was twice the price (if i remember correctly) of the regular release.

beetlejuice planes trains and automobiles star wars empire strikes back and return of the jedi (didn't see a new hope til years later) lord of the rings 1-3 mars attacks the shining misery the indiana jones films jurassic park and lost world a whole host of 80s/90s comedies/steve martin/john candy films etc. star wars episode 1
most were films my mum enjoyed and showed me.

Rented Gregory's Girl and watched it 13 times in 3 days! Got my money's worth out of Holy Grail and Blazing Saddles as well
Taped Star Wars first time it was on TV and that was watched every day for a whole summer holiday. Last Remake Of Beau Geste got quite a lot of viewings too.

Ill be 38 years old later this year (born late 1979) so i can definitely remember the VHS days well as i was a teenager through most of the 1990's (i.e. late 1992 through nearly all of 1999) which is basically when VHS was at it's peak (i imagine they went back into the 1980's but i can't imagine the prices of them were too friendly back in those days and i remember BETA a little bit when i was a kid which was likely late 1980's or so).
but to list a handful of movies i re-watched plenty of times on VHS (i am strictly sticking to VHS tape ONLY)...
-Speed (1994) -Face/Off (1997) (i don't have the actual VHS tape but i taped it onto a blank VHS tape back in the day using one of those black boxes that de-scrambled the premium channel's cable TV signal) -Jurassic Park (1993) -Twister (1996) -Die Hard 3 (1995) (like Face/off above, i taped this onto a blank VHS tape)
etc. i could have listed some 1980's movies i remember re-watching a good amount back when i was teen-ish or prior to that when i could but back in those days it was pretty much mainly just on TV when they came on and since the topic says 'watch the most on VHS' then i won't list those.
i am just assuming we are talking about seeing movies on VHS during the 1990's (or not much into the 2000's) as by the early 2000's VHS started to fizzle out as i thought i read somewhere online a while ago that DVD rentals overtook VHS rentals in the year 2003. so that should give us a general ball park with the whole VHS and DVD stuff as i would imagine by the mid-2000's or so VHS was pretty much dead as i just checked online and apparently A History of Violence (2005) was the last major Hollywood release on VHS.
p.s. i am not sure how many times i re-watched those but i remember seeing Speed quite a bit back around those first handful of years or so. i imagine back in those days certain movies tend to see more re-watches than lately simply because the general volume of movies i watched never really started to increase much til about the year 2003 as i am pretty sure that was the year i found out my DVD player could play SVCD's and then the year after that i got a hold of a XBox (the original ones) and moded it so it could run XBMC (XBox Media Center) and play XviD movie files on that and used that for many years for the bulk of my movie watching until May 2016 which i finally got a modern TV and now i just use HDMI cable (from computer to TV) to play all of my SD/HD stuff.
