Of course Hayden really wore a cape (at some point) as in the next shot (standing next to Palps), it's clearly real. But the shot of Vader walking the bridge has a CG cape, and it possible the whole character is CG in that shot.

But the shot of Vader walking the bridge has a CG cape, and it possible the whole character is CG in that shot. Hmmm... In that particular segment you’re referring to, it does look like CGI. I don’t have any knowledge as to why. But if I had to guess I’d say maybe they had lighting problems. Maybe the real cape didn’t look like it was flowing when he walked. Instead of trying to improve it with real set lighting, or going back to wardrobe and using a better cape, they just CGI’d it in. But that’s a pure guess on my part. I honestly don’t know why.
