Say there is only two runners on 2nd and 3rd. And the batter hits the ball it is a ground ball. In the middle of the field somewhere. So then, since there is no one on first at that point...
That means that the man on 2nd doesn't have to run, so since he doesn't have to: The man on 3rd doesn't have to run either, even though the runner on 2nd... is behind the man on 3rd. So:
They can both only be out by tagging them out correct?

correct but only if the CF kicks a field goal if the ball is inbounds Depends who wins the face off in the doubles alley. But it has to be won down the baseline in the key, outside of the arc.

except if the runner on 2nd stands too close to the middle and the ball hit him before the fielder touches the ball. In that case, the runner is out and the hitter gets a base hit.

except if the runner on 2nd stands too close to the middle and the ball hit him before the fielder touches the ball. In that case, the runner is out and the hitter gets a base hit. In the early days, you could "soak" a runner, throw a ball (in play) and hit the runner and said runner was out.
Probably a good thing they did away with that rule

The owners would agree with you.
