Sherlock Holmes. More so because he was created during and in the spirit of the Victorian era, the absolute peak for tea sipping stiff upper lip Britishness.

I think both are equally iconic, and I do like both, but my favorite is James Bond.

In my view its like this.
In literature Sherlock Holmes
In movies James Bond
But since this is a movie board i guess my vote goes to James Bond,

Sherlock Holmes is almost a zero in pop culture relevance nowadays. The last Bond movie, which had a pretty mixed reception, still made $800 mil.

Sherlock Holmes I think he also has had the most movie and tv appearances of any fictional character so he could be the most famous fictional character period. Other contenders may be Dracula or Tarzan.

James Bond
I think that's pretty obvious when looking at movies as it's not even close. I don't even think it's debatable on a mainstream scale. I know both names are known but overall James Bond is definitely more iconic, especially in terms of movies and this is a movie place at the end of the day.
p.s. I am surprised it's close with 14 votes for Sherlock and 15 votes for Bond. Bond should easily be ahead overall (especially in movie dept).

You must have missed the Guy Ritchie films and the Sherlock TV series.

Sherlock Holmes is almost a zero in pop culture relevance nowadays IMDB lists 71 movies and 24 tv series with Sherlock Holmes in the title, 150 movies and 53 series with Sherlock Holmes in the description, and I guarantee there are many more (e.g. House, Psych, Mentalist, Murdoch) that were inspired by but not directly attributed to Sherlock Holmes. It's easily among the biggest influencers of pop culture.
