Distracting? I'm use to multiple James Bonds and Batmans and Spider-mans and Supermans and such. At this point its all about the character and not the actors playing them (unless the actor sucks). I guess I'm used to different artists on comic books making the character look the same, but different.
So I say no to killing off a character just because the actor screwed up in real life. Keep it going. If you kill off a character because of the actor then the actor wins. It shows that the actor is more important than the character. Gotta teach these actors that they are expendable. The multiple Batmen, Spider-Men and Supermen are rebooted versions of the characters. In this case, they’d be casting a different actress to play the same version of the same character. That would just be distracting. Stuff like that was commonplace back in the day, but we live in an age where continuity is given a lot of priority in movies and television. No it would not. And changing what actor or actress plays a role has nothing to do with continuity.

If a character looks different from last time for no apparent reason, that creates a discrepancy in continuity. It requires the audience to ignore how a character looked in the past.

The discrepancy is only with you. Just because the viewer can't handle a change doesn't mean the continuity is off. People are use to actors being changed when the previous don't return.
Also, there are trailers and commercials for these movies. If a person sees Mera is a different actress in the trailer, they won't go to the movie and be all "I can't get into this movie because the actress is different." And if they didn't see that trailer, they most likely aren't into the movies so much that they remember who the actress is that was in the previous one anyway.

People aren’t used to it these days, because movies almost never do that anymore. They’re better off just writing the character out entirely.

People will get used to it just like everyone else has always gotten used to it. Movies do it when they have to. You talk like it's been decades since anyone has changed an actor. It's as common as it ever was.
