Is it me or:
Bobby/Iceman just covered his entire body with "organic" ice in THE LAST STAND. It was organic because he could move as a normal human and the ice didn't block him at all.
In DAYS OF FUTURE PAST, he finally turned into organic ice, and was still wearing his X-Uniform. He wasn't covered, because the uniform was visible and thus wasn't "embedded" into his ice form. Also, when the Sentinel killed him, you can't see blood in there. So I guess his powers had just evolved at the time (2023).
I would have loved to see his rudimentary "snow form" in X1, exactly as the original X-Men issues.

Not really even in DOFP his uniform is coated in ice, just not so much so as it was in Last Stand, then again in DOFP he doesn't go full Iceman when basically being consumed by fire, he does it how one would consider normally, or he's simply learned how far he needs to push it to do so, in Last Stand he's not just encased in ice, if this were the case he would be atleast somewhat larger as it would be a full body coating of ice as opposed to simply becoming the ice, plus you cannot see him under the ice in Last Stand, again if coated in a protective layer his normal appearance would be under the ice and see able.
But yeah his more snowman form would have been interesting to see, that or have him still be in the same form but the ice cloudy, so it's not a pure form like what we actually see, would be a nice sign of his growth like maybe he uses it in the danger room simulation, but it takes time for him to do so hence the cloudy from, and Logan or Storm tell him he needs to pick up the pace in doing so, that way when he faces Pyro his rapid transformation through the need to do so results in his clear form which is much more powerful.
Oh well another opportunity lost by Fox, hopefully we get characters developing their powers more in the next iteration of X-Men movies or TV shows.

Yes, you're definitely right. Basically, he converted into his organic ice form in BOTH the movies - "The Last Stand" and "Days of Future Past". The only difference is that his X-Uniform looks more "coated" in "The Last Stand".
On the "New Mutants" Facebook page dedicated to the upcoming NM movie (the profile picture of the page is the very cool "Nightmare-like" movie poster), they did a patchwork of X-Men profile pictures accompanied by the leit motiv: "Pick your favourite team". You can see Iceman on there... is that picture taken from the Rogue's cut of DOFP? That is my impression.

Probably it's because they forget the "show don't tell" part of it. You can have character development by just having a character do something in the background without putting the full attention onto it.
