I think the ultimate proof that Marvel didn’t have a plan from the very beginning would be with how Thanos and the Infinity Stones were handled in the first couple of phases.

They had to change things around because of Edgar Wright. The MCU would have been totally different if Ant-Man and Wasp was there earlier.

But she was a Captain America character. She was in both Captain America movies set in the present. It was always about Peggy, though. They kept going on about him moving on from Peggy, but he kept going back to her. Whether it be going to visit her (WS), having hallucinations about her (AoU), or spying on her (EG). Sharon Carter was never going to be that for him or she'd have been in more of the other movies that wasn't Captain America.

She sure does feel out of place to me, I'm wondering if Marvel had different plans for her in Captain America three but this changed when Marvel scrapped Cap 3 and did Civil War instead.

She sure does feel out of place to me, I'm wondering if Marvel had different plans for her in Captain America three but this changed when Marvel scrapped Cap 3 and did Civil War instead. I think she was there to remind him of Peggy. And, OMG, Sharon Carter is the Steve Trevor, Jr of Marvel. She didn't look like Peggy, but she had the familial ties (especially that she was like her enough to also become a government agent). Fury knew what he was doing when he sent Sharon to Steve. Even if Cap 3 wasn't going to be Civil War her story would have gone the same way. Even in Winter Soldier you can see it really wasn't gonna go anywhere between her and Cap. He kept going to that museum and also visiting Peggy. He was never going to move on. She died and he almost immediately "moved on" to her niece. She was only filling a Peggy void.
