It's all relative. Next to Stephen Hawking or Albert Einstein, I'm you. Next to you I'm Stephen Hawking or Albert Einstein. Now that we have dispensed with the pleasantries I'll move on to your next question. I would agree with your comment regarding funding a project. That's perhaps a step in the right direction. Would you agree that if those individuals in power knew in advance that an unparalleled global calamity was forthcoming they would naturally take measures to preserve and even increase their power after the calamity had passed? You mean like the underground accommodations (such as the one I have already pointed out to you which is in the UK) that was built decades ago for the imminent, unparalleled, global calamity that took pl....oh wait!?!?!?! I would agree, and it is no secret, that governments will and have built "safe areas", underground towns if you will, in order to preserve the government in the case of disaster, natural or otherwise. What I won't agree with is your intimation that this is being built specifically with a "known" catastrophe in mind.

Not only will governments build shelters in case of disaster, they should do so. Indeed, it is their duty to do so.
Incidentally, I wasn't that impressed with the video. He asks the driver a lot of questions, most of which you can't hear any answer to because his audio is so crappy. And then makes a few unsupported assertions at the end.
Plus he has comments disabled. This is a sure sign of a man who knows he's putting crap out there and doesn't want to be told so.

Before I was born one of the neighbors came around to tell everyone that he had nothing against them but he would not hesitate to shoot them if they tried to get into his bomb shelter. My mother told him that she had no interest in going into his bomb shelter and would rather die like a human being on earth than live like a rat in a sewer. The guy huffed up and walked away. As the years have gone by I realize how much I have of my parents in me.

As for conspiracy theory, until you know exactly what it is, what is being built and who is paying for it, it is indeed only a theory being postulated by the man in the video and seemingly you, conspiracy or otherwise. But here's a conspiracy theory for you. Why not private funding? If you want to go down the route of this being an underground shelter for a known imminent cataclysmic disaster why not attract private funding and sell tickets to safety. Easier to hide the funding that way.
