Im ranking them with a combination of Book smarts/street smarts and common sense.
In order
Walt - Is clearly tops. Beyond genius level intellect- Jack of all trades. His complete mastery of chemistry and engineering was at a science fiction level.Master manipulator. Mid level street smarts and common sense that gets affected by his pride.( Idiot gave up hundreds of millions out of some silly pride with a love triangle with Eliot and Gretchen and feels his work was stolen- which I doubt it was.)
Saul- Despite his sleazy, flamboyant appearance and mannerisms — punctuated by his outrageous low-budget TV commercials — Saul is a highly competent lawyer who is able to solve problems and find loopholes in order to protect his clients. They had Emilio Koyama dead to rights and Saul got him off. Seems to knows everything about the law. Possesses the highest amount of common sense and street smarts in the BB universe. Even as a kid he was clever and couldn't easily be fooled.
Gus - Complete master of manipulation and hiding a criminal enterprise in plain sight. Extremely careful person with very high common sense and street smarts. Would have gotten away with it forever if he hadn't given Walter so much trouble.
Chuck- Brilliant lawyer but insane. Great book smarts but lousy street smarts and lacks common sense.
Mike - Tons of streets smarts and expert at tracking,although common sense a little low. He should have killed the men in lockup so they didnt have a chance to rat him out.. Loyal to a fault, which got him killed by Walt.
Kim - Clearly a good ,hardworking lawyer. Seems to have more than a few brain cells but I think we will find out that she is too gullible and has blinders on when it comes to Jimmy. Despite Chuck warning her, I am betting Kim will lose her law licence and it will be Jimmys fault
Jesse obviously - the dumbass was pretty much only good at copying Walts formula.Junkie affected his thought processes. Zero common sense. Cant be reasoned with - even when Walt probably did save BOTH their lives by poisoning brock ( Gus clearly is onay with killing children if he threatened Walts children despite how he acts so Gus was never to be trusted) .Has to be spoon fed. Good street smarts and a fast learner- thats just about it. Being around Walt rubbed off on him - ( e.g.masterminding destroying the laptop with a magnet and the train robbery with the weight of the methlamine - but before Walt he didnt have 2 brain cells to rub together so theres that.

Mike was always my favorite. He was smart enough to be a straight guy, but he knew there was no real money in it. Plus he had so many skills at being a bad guy!

I can feel your uncertainty before you even got to the end of that sentence! If you did a biography of him, what would it read? "Meth peddler and user, his girlfriend OD'd and died on the drugs he bought while he lay beside her. He shot a man in the face from point blank range. He tried to push drugs onto kids at a rehab clinic! Chasing down debts, he kept two users and their child hostage while one of the users died. Disposed of the body of countless victims of his crime, including a young kid who went missing, putting the kid's parents through years of pain" That's just off the top of my head. If you read this, anyone with a sound mind would think this is a real scumbag. It is not like he was even under duress.

I am actually quite serious, at least jesse and hank had a conscious, the others left theres behind, although mike i guess is up their as well. At least jesse attempted to redeem himself honestly.

Good analysis, but a bit harsh to have Hank behind Jesse! well normally I would put Jesse on the bottom , but after he masterminded the train robbery ( figuring out how to steal the methlemine in secret and filling it with water only slightly diluting it to ensure the weights match) and knowing that a magnet would wipe/ corrupt Gus's laptop data at the evidence lockup, I had to give him 1 notch higher than Hank. You gotta admit, those ideas were pretty smart. Walter might have also come up with the idea eventually, but Jesse said it first. If you watch Hank throughout the entire series, the man didn't do a single thing right. He wasn't just unlucky, he was kinda stupid. Walter spelled it out to him. Walter told him that the cancer is back and chances are Walter will never see the inside of a jail cell. The only thing it will do is ruin Hanks career and destroy the family- and he was right. He should have listened to him. but he didnt. Hank still went after Walter. Its just plain dumb. If i were Hank- a DEA agent I would let my terminally ill brother in law who didnt have much time left ALONE, despite the fact he ran a meth empire. There was no point in going after him . NONE!. Hank was going to lose either way. I understand that just by looking at both of thier lives, Hank may appear smarter but from what we saw on screen, Jesse cant be called dumber than Hank . I always thought that my examples were a bit out of character for Jesse- who showed little common sense and zero book smarts before( he even flunked Walters chemistry course). This is why I think that Walt was a positive influence in his life. Maybe it gave Jesse self confidence so he could use his brain every once in a while! That pretty much the only way to explain Jesses brain transplant in Season 5. Didnt anyone else wonder this?

I agree Hank should have let it slide with Walt. There was very little benefit for going after him, especially as Walt had retired. I mean you could tell by the roll-necks he was sporting, this was not a man who was a threat to society any more. If my brother in law turned out to be a retired drug kingpin, I'd be like "holy fuck, I didn't know you had it in you, tell me more!". You don't rat out your own family (unless they are a rapist, paedophile or murdering/torturing innocent civilians).
But still, it was pretty smart of Hank the way he trapped Walt with the barrels, it would have worked too if it weren't for the Nazis. And I'm sure he showed other glimpses of intelligence, but I have to admit I can't recall any right now. And don't forget, Jesse was just as stupid going after Walt, he thinks a court was just going to let him off scot free after that taped confession? I don't think so!

Hank was part of it, but remember, Jesse masterminded that scam on Walt remember? Jesse knew if he went after Walts money he could trap him. At the meeting location, Hank tapes a wire to Jesse and sends him on his way. The place is open and public, Walt is sitting on a bench in the middle of the plaza. Jesse is approaching Walt from behind when he sees a hulking man staring at him, scared of this being part of Walt's plan to kill him, Jesse changes his course for a pay phone. He calls Walt and tells him the meet is off because he saw what he was walking into, and now he is going to get Walt back - and this time "where he really lives." Jesse then walks off as a furious Hank picks him up in the next corner, complaining that Jesse blew up their last chance to get Walt, but Jesse tells him he has a better plan.
