Fine, penalty during the game, other? 
This may seem like an easy answer to some - just don't spit.
For others - it's a very bad habit - you do it without even knowing it - i.e. it's like 2nd nature and part of your daily routine - i.e. like a batter in the box readjusting his gloves, helmet, etc.

Not allowing sunflower seeds in the dugouts/stands will help some with the spitting, but I agree about your second nature statement. I'm sure lots of infielders will throw the ball around the horn and players will touch others after important runs being scored for a while without thinking about it.

I can see the NFL / College throwing a flag for Unsportsmanlike Conduct
NHL - 2 minute penalty for the same
NBA - really doesn't happen - but technical foul.
MLB - I see no way to punish a team during the game - so I'll say fine - would be intriguing though if they rewarded the opposing team a base runner.

Even without the pandemic, spitting is a bad habit and should be discouraged any way that's effective. I think a fine and public identification of the offender might work

Maybe get a wooden cross and some rusty nails.
I read somewhere that could be a pretty good incentive for not causing any problems.

Immediate ejection. Immediate suspension. Immediate fine.
Projecting potential viral pandemic liquid all over your playing field is beyond yellow cards & technical fouls.
If COVID-19 has proved one thing about sports, it's all about the money. For the love of the game my @$$.

Won't this have some legalese to it all? Contingent on having access to tests or whatever. Why keep buying tests for ppl who are slip sliding around potentially viral workplace surfaces & whatever.
