This is such a silly question, you can tell a longer more detailed story over 8-13 50 to 60 minute episodes than you can a single 2 hour films, shows you can also produced yearly where as a movie takes years to usually produced at a high level.
Also with TV it cost less the most expensive shows on TV are the Disney+ live action shows, GOT and stuff and they are capping out at like $100m a season, these films cost anywhere between $150m-350m.
For their streaming services the more episodes can mean dragging out how long people stick to paying for the service, you drop a DCEU movie and HBO Max will see a bump for that month, maybe the next if it gets dropped late in the month and that's it, you drop a 13 episode series however and that's 3-4 months of people paying for it at which time you are also posting other new stuff so there is overlap hoping that hey they watched GL maybe they will watch Titans also and so on.
The whole cinematic quality thing is just in terms of look as opposed to the TV quality look of the Arrowverse, has nothing to do with storytelling, just because it looks movie quality doesn't mean movie style storytelling, also streaming I think has less regulations than movies so they can push the envelope a bit more especially when they own their own service, look at The Mandalorian they told the story they wanted to tell, episodes went as long as they needed to for that story, no padding it or cutting it to meet the 42 minute requirements most shows have.
Oh and they don't have to spend $100m on marketing for a single venture like they do movies, so it's overall a lot cheaper, can tell better stories, doesn't have to worry about time restraints, allows for more freedom, better investment for a service than a single 2 hour film which will cost minimum of twice the amount for a fraction of the material, this is probably why I am guessing.

Interestingly I wonder if they're sort of abandoning the streaming service a little. I noticed that you can watch Stargirl for free on the CW app. I don't know why they would do that if they're trying to get people to pay for the service.

As it is now we already have 5 separate live action universes going with the Arrowverse, Lucifer, Titans, Doom Patrol and Stargirl, no wait it's still 6 as I forgot about Pennyworth or whatever the Alfred prequel show is called.

Well, technically dc universe was/is part of pre-Crisis re the cameos. Including that old birds of Prey series lol. Similarly with Lucifer actually Although I cant remember the details exactly after? Were there cameos again?

I just want the shows to have a diverse cast and tackle social issues every episode.

They are all still their own separate universes, just within the entire DC live action multiverse, but multiverse means multiple universes so yeah, we still have 6 distinct and active DC universes going on in the TV landscape alone.
And yeah they all still exist, after Crisis.

So they'll be the quality of "Justice League"? I hope not. Justice League really doesn't look that good to me in retrospect. The CG especially. Titans, for me, is just about perfect. It's grounded and it looks great. Not perfect, but great. I think limited CG is the key.

It's grounded and it looks great. Not perfect, but great. I think limited CG is the key. That is mostly due to how much they reshot and limited time to complete the special effects, if they had stuck to most of what they shot the CGI would have been miles better, if the streaming services film and release on a more relaxed schedule instead of needing to rush like the network shows then the CGI will be vastly superior.
