It's better than Justice League and it is less frustrating than Batman Forever.
There are 2 things I will absolutely defend when it comes to Batman & Robin. It is the first Batman movie to give Alfred a story and Arnold Schwarzenegger seemed to understand exactly what kind of movie he was in and plays it perfectly. He even manages to hit the few dramatic notes that are asked of him.

I've recently watched again, Batman and Batman Returns on 4K UHD Blu-ray. It's a whole new, detailed experience. From the incredibly restored picture and remixed/remastered sound from the original audio stems, it's a marvel. It's arguably the closest viewing to the original theatrical release since they used the original 35mm negative. Warner Brothers has done spectacular work on restoring these movies. Now, I'm onto Batman Forever and Batman and Robin which I've read glowing [technical] reviews for and have seen screenshots of the restorations. Despite the mediocre to poor narrative qualities of these two, I think the 4K experience will at least bring out some more nuanced details from a technical standpoint and perhaps improve the viewing experience by a few decimal points . Overall, I reccommend to all an upgrade to 4K TV and 4K Blu-ray player. The difference, especially with films finalized in the photochemical analog era, is glorious.
