Is it because of Arnie's debacle with Batman & Robin? If so, that was a long time ago. The character has so much potential, used probably most recently and popularly in the Batman: Arkham games to perfection. His stint in Arkham City was especially great.
It sounds like Reeves is going for a dark tone, but less realistic than The Dark Knight trilogy. I hope he shows up somewhere down the line in a movie.

They also alluded to him in the Arrowverse when they used his gun.

He might just be my favourite Batman villain - Batman & Mr. Freeze: SubZero is probably my favourite Bat-flick.
I'd love a live-action version done right.

Pretty much seems like it. Same with Poison Ivy who could be really cool in a darker movie.

He has, just not in the movies yet but then we have only had 3 real Batman movies since 1997's Batman & Robin, them being Nolan's more grounded TDK trilogy where Freeze wouldn't fit nor would Ivy or many of Batman's other villains, he's also not a character you waste on a Suicide Squad, he's a great and thanks to BTAS I think it was now a sympathetic villain you can use well in the right Batman movie, just hasn't been a chance for it yet, The Batman 2 or 3 maybe that movie, lets keep our fingers crossed.
Outside of the movies he has been used in animation multiple times, he was used in the Arkham games, he was used on Gotham, he could show up in the Arrowverse also, it's not like since B&R he's never been used again after all, just not in another live action movie, but then again we have only had 3 Batman movies since, Freeze wouldn't fit in BVS because it's a Batman Vs Superman movie or in Justice League because it's a team up movie against a New God threat, they could have maybe given him a cameo in Suicide Squad but it would be a waste and he's too good to waste as just another Squad member imo like I said.

In live action films/shows he's probably appeared in as many as higher profile villains such as Penguin and Riddler, and just as recently

He was in the 60's TV series.

Even with Schwarzenegger being cast, I think it could had worked if he played just like he did the Terminator, I do think it could had worked.

Combination of the fact that Schwarzennegger's performance tainted the character quite badly mixed with the fact that the right opportunity/script for this kind of antagonist just hasn't cropped up yet.
I would like to see a second attempt at creating a live-action rendition of Freeze. Nolan's movies weren't the right vehicle for it, but maybe someday it'll happen.
